This section provides access to specialized databases, analytical materials, and publications focused on supporting innovation in the CIS member states. The materials in this section will be useful to scientists, analysts, representatives of innovation infrastructure, government officials and anyone involved in scientific and technical cooperation and development within the Commonwealth.
Established and supported by the basic organization of the CIS member states for the interstate exchange of scientific and technical information – VINITI RAS.
Abstract database "Innovations and innovation management"
An open information resource is a document and abstract database that includes descriptions of publications on scientific, technical and innovative activities in the field of natural sciences, exact sciences, technical sciences and economic sectors. The resource provides operational access to the array, which is formed on the basis of scientific periodicals, collections of works and conference materials produced in the CIS member states, which provides a systematic view of research developments and applied achievements in the Commonwealth.
The database is regularly updated and covers a wide range of areas – from fundamental scientific problems to engineering and technical solutions in industry, energy, the agro-industrial sector and other industries. The resource is intended for researchers, analysts, engineers, teachers and specialists in the field of scientific and information support.
Database of Scientific and technical publications of the CIS member States
The database is a reference catalog of scientific periodicals published in the CIS countries and contains journal entries, where for each publication the country, the ISSN of the printed and electronic versions, the frequency of publication, the title, source and languages of publications are indicated; the catalog allows you to filter entries by country and is designed to search for specialized journals, assess publishing activity and obtaining bibliographic data for researchers, libraries and scientific organizations.
Database "Information on current scientific publications in the publications of the CIS member states"
The database is based on serial publications from the CIS countries on subjects of natural, exact and technical sciences, except for publications of the Russian Federation; it was created on the basis of selection criteria from the Database of VINITI RAS and information on serial publications of the CIS member states received by VINITI RAS, while arrays of national serial publications have been prepared for each of the CIS countries. publications indicating the name of the publication, its subject matter, the number of issues and the number of articles.

The Global Innovation Index (GII) is an annual report of the World Intellectual Property Organization (WIPO), which has been published since 2007. GII evaluates innovative ecosystems and ranks about 140 countries around the world. The index is based on about 80 indicators from international public and private sources, going beyond traditional metrics, and also identifies 100 leading scientific and technological clusters in the world, tracks global innovation trends through the GII Global Innovation Tracker and is dedicated to a special innovation topic every two years - so, another, 19The 20th edition of GII 2026, titled "Powering Entrepreneurs at the Frontier of Science", focuses on how economies transform scientific breakthroughs into scalable enterprises.

A systematic collection of publications of the All-Russian Institute of Scientific and Technical Information of the Russian Academy of Sciences, reflecting the Institute's long-term experience in collecting, analytically and synthetically processing the global flow of documents and distributing scientific and technical information. The block unites sections, each of which performs its own function in providing information to researchers, specialists, organizations, as well as government authorities and interstate structures.
VINITI RAS publishes a number of scientific and technical journals, which publish the results of scientific research, including in the field of computer science (scientific and technical information), and a number of scientific and information products, the source of which is scientific and technical literature. The Institute annually processes the flow of world scientific and technical literature on exact, natural and technical sciences, coming from more than 66 countries in 30 languages. VINITI RAS carries out work on improving classification systems, creates and maintains databases in the field of exact, natural and technical sciences.
Periodicals are scientific journals published by the Institute on a regular basis. They contain current reviews, original articles, documentary sources of scientific and technical information, and analytical materials covering a wide range of disciplines: from exact and natural sciences to technical and applied fields. These publications publish research results and acquaint the scientific community with the latest achievements.
Information and analytical materials are reviews, reports and analytical notes prepared on priority areas of science, technology and innovation development. They are focused on in-depth trend analysis, forecasting, and making recommendations for decision-making in the scientific, educational, and government fields.
Archival publications are publications of historical and scientific value that are no longer published in the VINITI RAS. Access to them allows you to trace the evolution of scientific thought, restore the continuity of research, verify the priority of discoveries and find sources that are no longer published in print. Retrospective data serve as a single tool for verifying technical solutions and forming a historically accurate terminological core, recording the relationship between the appearance of a new object and the consolidation of its name.
Abstract database of VINITI RAS
The federal database of Russian and foreign publications on natural, exact and technical sciences has been generated since 1981. The database documents contain a bibliography, keywords, headings, an abstract of the original source, as well as, in many cases, a DOI index.
A distinctive feature of the VINITI RAS Database is its politic nature (wide coverage of branches of knowledge), documentary indexing (with codes of the classification systems GRNTI, UDC, VINITI rubricator, keywords), as well as the general structure of description elements for different types of documents (not only for journal articles), providing representation of all fragments of the database and all types of documents (from articles to monographs) as a single data array.
Electronic catalog
The electronic catalog accumulates the results of registration of the input stream of scientific and technical literature received for processing at VINITI RAS. It differs from the traditional library catalog in that it reflects the literature used to prepare the Abstract Journal and Database, regardless of whether this literature was deposited in the VINITI scientific foundation or was returned to the collections of other libraries and other owners. Information about the permanent storage location is included in the description of the publications.
The Electronic Catalog contains bibliographic records of the following types of literature:
- published scientific publications of all kinds (periodicals and continuing editions, collections of articles, conference materials, monographs, textbooks for universities, deposited papers, abstracts of dissertations, etc.) deposited in the VINITI Foundation;
- periodicals from the collections of other libraries; electronic foreign and Russian periodicals available to VINITI RAS on the platforms of publishers and owners of electronic resources;
- publications from the personal libraries of scientists and specialists received from the owners for temporary use to be reflected in the abstract database.
Classification schemes
Navigation through classification schemes involves translating the headings of one classifier into the headings of another. This device can be used to organize a multibase document search or to implement multidimensional access to information within a single resource.
Several classification schemes are combined into a common system. These are mainly hierarchical classifiers used in large centers of scientific and technical information, in the field of education and culture, and economic activity. The set of presented classifiers is determined, first of all, by the needs of processing the flow of scientific and technical literature in VINITI according to their profile, as well as the need to interact with national and international information services, scientific and educational institutions, cultural institutions.
